In the framework of the European Fairville program, fifteen structures (universities, associations, associative consultancies and committed local authorities) from Europe, Egypt and Senegal met in Ile-de-France for their Kick-Off meeting to question the forms of participatory democracy and co-production possible and available to the inhabitants to reduce urban inequalities.
Among the French partners is APPUII, and what could be better than a concrete implementation of its main themes of intervention?
In the presence of the habitants of the La Noue and Clos Français neighborhoods in Montreuil, we organized a visit last Friday, February 24.
This participatory stroll introduced the history of the neighborhood, explaining the origins of the urban project (NPNRU) since 2018, between the spaces that have already undergone rehabilitation (ANRU 1) and the demolition permits announcing the disappearance of other buildings to come (ANRU 2).
For the European comrades/colleagues, the understanding of the urban project in La Noue allowed to illustrate more widely the urban political particularities implemented in the so-called priority neighborhoods (QPV) in France, notably the importance and concentration of the social stock while this does not exist in most of the partner countries. This allowed for an exchange on the practices and differences in the production of the city on a European scale and the anxieties associated with urban renewal for the inhabitants attached to "their" place.
A few hours later, at the Fratellini neighborhood house, in the heart of La Noue, an organizational meeting was held for the creation of an independent and representative tenants' association for Clos Français and La Noue.
This also allowed for a good transition in view of the next event on Saturday, March 18, 2023, co-organized by the collective of inhabitants and the Citizen Council!
Dans le cadre du programme européen Fairville, quinze structures (universités, associations, bureau d’études associatifs et collectivités locales engagées) européennes, égyptienne et sénégalaise se sont retrouvées en Ile-de-France pour leur première rencontre pour s’interroger sur les formes de démocratie participative et de co-production possibles et à disposition des habitant⸱es pour réduire les inégalités urbaines.
Parmi les partenaires français figure APPUII, et quoi de mieux qu’une mise en pratique concrète de ses principaux thèmes d’intervention ?
En présence des habitant⸱es du quartier de la Noue et du Clos Français, à Montreuil, nous avons organisé une visite vendredi 24 février dernier.
Cette déambulation participante a permis d’introduire l’histoire du quartier, d’expliquer les origines du projet urbain (NPNRU) depuis 2018, entre les espaces qui ont déjà fait l’objet d’une réhabilitation (ANRU 1) et les permis de démolir annonçant la disparition d’autres bâtiments à venir (ANRU 2).
Pour les camarades/collègues européen⸱nes, la compréhension du projet urbain à la Noue a permis d’illustrer plus largement les particularités politiques urbaines mises en place dans les quartier dits prioritaires (QPV) en France, notamment de l’importance et de la concentration du parc social alors que ceci n'existe pas dans la plupart des pays partenaires. Ceci a permis d’échanger autour des pratiques et différences de la production de la ville à l’échelle européenne et les angoisses associées à la rénovation urbaine pour les habitants attachés à “leur” lieu.
Quelques heures plus tard, à la maison de quartier Fratellini, en plein cœur de la Noue, s’est tenue une réunion d’organisation pour la création d’une amicale de locataires indépendante et représentative du Clos Français et de la Noue.
Ceci a permis aussi de faire une bonne transition en vue du prochain événement le samedi 18 mars 2023, co-organisé par le collectif d’habitant⸱es et le Conseil Citoyen !
